Truth and Reconciliation Action Plan Annual Report 2024-2025

This report highlights HEC’s progress implementing our Truth and Reconciliation Action Plan from October 2024 to September 2025.

Launched in September 2022, the Truth and Reconciliation Action Plan outlines the work we’re undertaking over four years to build internal capacity and ensure HEC’s policies, processes and ways of working support truth and reconciliation. This is essential for us to continue developing our ability to help shape a future where everyone in Canada has safe and high-quality healthcare.

The Truth and Reconciliation Action Plan Annual Report 2024–2025 reflects our third year of implementation and our continued commitment to transparency, accountability and learning.

What’s inside

This year, our focus was on moving from shared intention to shared accountability across the organization.

Teams across HEC continued advancing the 24 actions outlined in the Action Plan. Progress was made through practical changes to how we work, how we learn and how we partner. The report highlights several key areas of activity and reflection.

Teams across HEC created milestones to track their truth and reconciliation journey. Using a growth continuum, teams reflected on where they are now and what their ideal ways of working could look like. These milestones now support team discussions, learning and ongoing action.

As a learning organization we know that growth often starts with discomfort. This year, staff and leadership took part in learning activities that encouraged honest reflection and challenging conversations. This included revisiting our approach to land acknowledgements to ensure they remain meaningful and respectful.

We continue to be grateful for our partnerships with the First Nations Health Managers Association, First Peoples Wellness Circle, Thunderbird Partnership Foundation and the Métis National Council. We are also grateful for the ongoing guidance of other governments and organizations including Métis Nation British Columbia, Métis Nation of Ontario, Otipemisiwak Métis Government, Métis Nation-Saskatchewan and Pauktuutit Inuit Women of Canada. Together, we continued to work towards shared priorities including leadership development and cultural safety.

While many of the actions require ongoing attention, this reflective annual reporting process helps us stay accountable to our commitments and responsive to shifting priorities and emerging issues affecting First Nations, Inuit and Métis health and wellness.
